good choice of colours and fonts.

A Great Effort I must say.
However, the animation of moving icons, the colour scheme, layout, the background are all not complimenting one another.

The selection of icons in your skin can be improved or maybe at least you can choose a series of icons and place them in a row and the text could have been in a colour that can be seen and not be placed over these icons. Instead they can be placed below the icons. Know what I mean? Or I suggest that you just choose one (I particularly like the lollipop icon) and place it just beside your 'quote' or title or something. Oh and the background of the image should not be a pattern but it should be of a colour (example: white =])

The colour scheme is actually not so good because all the colours of the boxes are dull and they do not compliment one another like I have said before. I understand that you want this skin to portray a sense of sweetness of LOVE but I feel it's too sweet. You could have chosen darker colours (example: maroon) to show the feelings not of a girl but of a guy as well. You know our intention of being in a relationship (girls) is usually real sweet but the intention of guys may be 'dark' not evil but it's mysterious. I mean guys can't be THAT sweet haha. And so, these colours that I have suggested may have been made your skin better I suppose. It's just my opinion.
Oh By the way, I love the choice of blue. Serious! =]

The layout is pretty messy because the boxes are not aligned (except the moving tagboard) with the image. The padding could have been much lesser. Your title 'LOVE' and 'Sweet Talks' could have been taken away and the boxes could have been squeezed and make the text area compact. Know what I mean?

But anyway, these are just my suggestions and it's up to you whether you take it or not.

OVERALL:
Basics: not too bad but the image is a little too amateur.
Gd thing is I still can feel the sweetness.
