How do I rate skins?

5 stars : Nice & Beautiful Skin. (Maybe will faved)
4.5 stars : Not bad, quite nice. Can be improved
in terms of image quality or codes.
4 stars : The image and codes doesnt suits.
Abit too plain. There's room for improvement.
3.5 - 1 star : I will never rate this.
I will just comment without rating.
0.5 : You should seriously consider to submit a
skin of your own
