What I usually think is that, General is a catergory that anything goes in here, with an emphasis on blogskins-related topics.
Since General is about non-Blogskins-related topics, why not change it to off-topic?
Then General can be about Blogskins. Discuss about blogskins-related stuff.
I suggest BS forums to be in this way is to hope that when important threads are posted in General (i.e BS outing, competitions etc etc), those threads are not being drowned by the not-so-important threads.
And this can perhaps solve the problem of self-flooding threads, just to keep their threads afloat.

personally i think the categories should be smth like this:
non-blogskins
blogskins
help
suggestions
tips
etc.
