There are a few different questions you should ask yourself before submitting a skin.
1.) What is the main focus of my skin? Remember, this is a blog skin. The blog part should be the biggest part of the layout and should not be smaller than things like about me, links, etc.
2.) Is my skin messy/Is my skin presentable? Beats me, but a neat skin is a good skin though there are few exceptions to that rule. Use tables if you have to to make your layout organized and neat.
3.) Does my skin load fast? There are many things you can do to improve the loading time of your skin. First off, using DIV's instead of tables. Tables are good for beginners to easily organize a layout. They're not bad, but they load slower than DIV's would. Another thing to consider are images. Can you make the image out of a few DIV's? This makes for faster loading time as well. But, if you need to use an image, make sure the image's size is the size you are going to use on your page. Otherwise the computer will load the full sized picture, then resize it...which takes time. Another thing that slows down loading time are those FILTERS. Like those Opacity changing filters take lots of time to process, since IE is very slow at doing that.
4.) How much empty space is there? If you have a small layout, center it. If it's left to the side then it makes the layout look very empty and plain, but if it's centered it doesn't look empty and plain. Crazy eh? Even if you don't have much on your layout, a background color other than black or white can sometimes make up for lack of...something
5.) Who will my skin appeal to? Obviously you can't please everybody, but you should aim to please someone...other than yourself. For example, if you're making a skin with barbie dolls, make the skin girly, etc. If you're making a skin that's supposed to be depressing, make it look darker. Darker background...etc.
6.) Is it readable!? An important thing that a lot of people miss (I think I have too) is that the blog should be readable! The whole point of a blog is so that people can read it. Right? Well, then someone correct me. A light background with a light text color doesn't work, and neither does a dark and dark. Common sense.
I don't mean to make fun of anyone, just remember these things.

...I don't think this actually helps me in making blogskins...None of you ACTUALLY MENTIONED what people can do IF they don't have Dreamweaver or Microsoft Frontpage....I'm one of them,so i appeal to anyone who can use MS Paint or DrawPLus 4.0 from Serif to make a real blogskin.Coding help appreciated,please email miracle_kat_4488@hotmail.com to give me tips,or send me sites that teach coding.(Uhm,wc3schools.org is actually a little hard to navigate...)

ikandilys; its easier to use dreamweaver to code for a beginner. download free trial online, but it`s just for 30days.

Good Tutorial.
I would use HTML-Kit (http://chami.com) instead of Dreamweaver- it's free and you can download plug-ins to help you with layout/DIV making. It's not fully WYSISYG, but it does help by coloring tags and stuff.
If you can't afford Photoshop, download the GIMP (free) instead.

i think when it comes to color schemes, the easiest way is to just think of what colored clothes would go with what. like a black skirt would go with any other color, a white top would go with an any colored bottom...

Great tips. I totally agree on point #1, which is the most important point to me. I've seen many skins which designs are so small that reading the blog entries and everything is so difficult.

Sorry for the double posts, met3ora has away from this thread? Hmm.. May I know where can I check my blog codes whether they are in the correct order or not? Maybe my codes do have many errors but I don't realise... Anyone can help me out? Please~

if you're starting from a beginner, try learning some easy codes like br, b, i, u, s, div, the scrollbars, blockquote.. all that kinda stuffs.
try not to start from books, they kill. i was stuck with books for half a year before making plain skins.
if not, try looking at templates which have good codes, try if-ever's aka damien's. His codes may be complicated, but it's quite good. look at more codes and you';; learn more, rather than learning from the books.
the books may have given you some knowledge, but those are book knowledge only. you need to have practicals in learning to make blogskins.
weilinsky try not to have music player. (if ur not a singaporean, ignore this.) Cos it's actually not allowed to have music in blogs, esp from iwebmusic? i dont know, but my sis told me that you'll get fined if caught. And as for password.. if you dont wanna let a particular person know whats in your blog, you can change your blog add and notify those whom u wan them to know. whats the need of that, you may ask. It's actually easy to penetrate though the password as it's javascript. but not really have anything to javascript. but it's like, everything has it's weekness. You can jus easily disable javascript in firefox. IE also can, it's jus that there'll be more steps.

hey! i rmb there's a website, being post in this forum some some time ago. the website is about on how to make layout codes. Well, the owner of the website, has type out the basic codes require for most layout. all we need to do, is to edit the codes that suit our layout etc. anyone has any idea what is the link?

i guess you mean the images in the layout?
you can get them from anywhere on the web, including Imageshack, Photobucket, Yahoo and Google Images, and Deviantart.
then you can use Photoshop or any other image editor to make it look nicer with brushes and all
