It seems like people are STEALING layouts from websites and taking off the original site name ands owner's copyright then uploading it here. So how can I report someone who uploaded a layout, without the owner's consent..they need to be removed and stop getting credit for something that wasn't made by OR for them...much less for the mass public to use as well.

How to report arh? I also dunch know leh.
Aiya unless you wanna spend up to millions on a lawsuit for infringement of intellectual property rights, then just ignore it.
The best you can do to defend for your rights is to just confront the stealer.

I don't mean like, file a lawsuit but just report it on the site and have it removed, ya know? Something like that.

Honestly this act is very common, to the extent we, most of us, choose to ignore~
If you want to, you can mail Myles about it? Maybe he'd do something about it.
But seriously, it'll become an official tough job for him if he would delete ripped skins.
People can even do this for a living man.

Inform the person and tell him/her to take it down. If she doesn't, TAKE ACTION.

It's pretty sad. Yesterday Lix's skin was ripped and today it was mine. And yeah, I was pretty irritated by that. Maybe mailing Myles might help? D:
